WHEN YOU'LL BE CALLED: for a topic NOT on the agenda, you speak during 'Citizen Discussion', which is item 6 of 15 in the order of business — early in the meeting, after the Consent Calendar and Recognitions and before Mayor's Business, New Business and Public Hearings. Council moved its start time to 9:00 AM in November 2024 specifically so residents would have a more consistent, earlier time for Citizen Discussion instead of waiting.
