Official title: In accord with City Charter art. III, § 3-60(d) and its incorporated Colorado Open Meetings Act, C.R.S. § 24-6-402(4)(a), (b) and (e) and City Code § 1.5.506(B), the City Council, in Open Session, is to determine whether it will hold a Closed Executive Session. The issues to be discussed involve consultation with the City Attorney for the purposes of (i) receiving legal advice and determining positions relative to negotiation regarding a real property interest in a portion of Wilson Ranch Park and (ii) receiving legal advice regarding refunds of sales and use tax to qualified entities for construction projects. Speaking at this meeting
To speak to Colorado Springs City Council in person, attend a REGULAR meeting and sign up to speak in Council Chambers (3rd floor of City Hall, 107 N. Nevada Avenue). Regular meetings are 9:00 AM on the 2nd and 4th Tuesday of the month.
IMPORTANT: public comment is taken ONLY at regular meetings, NOT at the Monday work sessions — per Council's Rules and Procedures, a work session 'is not a time for public comment on items scheduled for discussion unless noticed otherwise on the agenda or permitted by the President'. Do not tell someone to show up at a work session to speak.
WHEN YOU'LL BE CALLED: for a topic NOT on the agenda, you speak during 'Citizen Discussion', which is item 6 of 15 in the order of business — early in the meeting, after the Consent Calendar and Recognitions and before Mayor's Business, New Business and Public Hearings. Council moved its start time to 9:00 AM in November 2024 specifically so residents would have a more consistent, earlier time for Citizen Discussion instead of waiting. For a topic that IS on the agenda, you speak when that item is heard (during its public hearing, or after it is pulled from the Consent Calendar), not during Citizen Discussion.
TIME LIMIT: three (3) minutes per speaker, for both Citizen Discussion and testimony on legislative items. The Council President may modify the limit or cap total time on a subject, and time is kept by the City Clerk and strictly enforced. Remarks must be germane to the subject.

ACCESSIBILITY: anyone needing an auxiliary aid should contact the Office of the City Council at least 48 hours before the meeting. Agendas post the Wednesday before a regular meeting — check the agenda to see whether your topic is already listed, since that determines when you speak.
